Google search console continues to show increase the amount of keywords continue to climb, but I am not getting an increase in organic traffic..I am also of course getting more keywords to rank first page. What would cause impression to increase but not get more visitors to my web site?

Impressions are the number of times the site/page is shown in SERPs, if it is below the fold or you aren't in the top 1-5 then you won't be receiving as many visitors.

Check for the kw volume... It could be a cause as the kw might not be that relevant and might not be the business kw, so due to low search volume you might be ranking good but not getting traffic.
Before starting any SEO its very important to do a good kw analysis and competitor's analysis, so that this problem can be avoided.

First of all the ranking of a site decides by many factors. One of them is keyword competition. If the keyword has low competition, it pushes up your site on the SERP page. Also, avoid the keyword stuffing which may cause penalty that given by Google.

Target keywords that people are actively searching for. The more people there are searching for a keyword phrase, the more visitors you will get when you rank well for that keyword phrase. There are tools that can be used to find approximate search numbers for keywords.

I got a questions, first one, how do you monitor your increase in your SERP ? it can be misleading
Now if your SERP is actually increasing , there is a good potential that your are not ranked on keywords that people use to search. I got few clients who used to think x,y, and z are best keyword, but once we do our keyword research we realize they have been targeting the wrong keywords
