DONT buy BHSVPS, they are no more in business. You payment will go, but you wont get VPS, and i bought it 20 days back, still i didnt get VPS and neither i got my money back. i tried skype, chat everything they dont reply. dont waste your money with them.

Sadly, I have to agree I have been their customer since many years but their service got more and more bad is worst now... They are really no more good service provider

Any VPS with windows can run SEO tools. Best option is to visit webhostingtalk forum and look in their marketplace for promotion and special deals.
Find host that is cheap and has good reviews on that forum.
Install your SEO tools and use proxies and that is it.

BHSVPS charged my $90 on Nov. 20th, i still couldn't use the service nor i could get any reply from them, should i keep waiting for their terrible customer service?

Avoid BHS at all costs! Mainly because if you have any problem, and you will, their customer service sucks! I've been waiting five days now and so have others. I'm cancelling and looking for another service.

BTW! If you want your money back and you paid via Paypal, open a dispute and you'll likely win even though BHS has no guarantee. You can go back as far as 180 days.

I have a SSD VPS and it's lightening fast. I would go for that.
