SEO to different Locations

I'll explain using an example:
A plumbing company wants to be classified for both Washington and Chicago.
How to behave in these cases?

I will start to rank these pages, right?

- www.companyx.com/washington-plumbing
- www.companyx.com/chicago-plumbing

Do I start to classify this page by creating quality backlinks on them?

Recommendations are welcome:)
 
Is it a lead gen site, or a real business? If it's a lead gen site, you could try and get some fake citations to each of the city pages, that might help them rank. Also, you could try a press release. If it's a real business then get a GMB listing and citations.

I would create SEO Optimization to more location.
Be first on Google to keywords "Chicago plumbing" and "washington plumbing" with same website.

Do you have an address for the business in one of those big cities? If you do, then you should set up a GMB (google my business) listing so that you can appear in the map listings.
 
If you really only want to rank for those 2 cities, I would prefer to work on 1 main page that will rank for both terms. Make articles around it, silo the whole thing and you will see rankings bo up slowly. Then once rankings stop, start building links to it to take it to the top!
