You are right, SEO is responsible for ranking, as well as for getting your website penalized in case you don't follow the guidelines.

Say SEO is important thing to get ranking and there lot more ways to get more traffic like posting your own content that needs to be unique and most relevant to your niche and site design,relevant images,analysing competitors KW for best choice,try out some legit service that could not be a spam and provides social signals too..

It may because of competition. Don't forget that your competitor is also building links. I suggest you to analyze your competitor first, then proceed to your next step. Ranking is depending on various factors so you should focus on both on-page as well off-page. It should be done consistently then only you can see the effective result.
Diversify your links through various platforms such as guest post, web2.0, PBN, high authority, press release, infographics, directory submission, social media engagement.. Diversity is the key to success.

There are too many factors today. It's no longer on-page optimization and off-site seo any more. Since Google is tracking behavior with great accuracy through Chrome and other trackers, they get signals from many places. Unless you consider generating these signals yourself as part of SEO.
