You mean to say that your site is indexed but not ranking high enough? You have already stated that some of your KW's are on pages 64-78 so they are obviously being indexed. How old is your site and have you entered it in Google Webmaster Tools?

I would submit the site to WMT. Even if you don't do it they are already collecting information about your site. The only difference is that after you activate WMT they start showing that info to you.

You are not giving them any extra information by submitting the site because the data shown in WMT is collected externally from their crawlers and the search result pages.

Be aware of not leaving footprints or creating a pattern with your SEO activities, but still take advantage of the tools they provide.
