Negative SEO is SEO except instead of making a website rank very high, you try and trigger a penalty so it loses all its rankings and no one clicks it.
He was threatening website owners with this, so the essentially pay him to do nothing.
I'm not sure what kind of fucked up logic went through his head here...

Stanley had a long history of threatening clients who complained about his services and wanted a refund. He was a class act. Also, it wasn't GE he was trying to extort, but a company called Generational Equity. The dude had balls, but they weren't THAT big.
