Just like anybody you hire for anything you need to ask him about his process and what he intends to DO for you in return for the money. He should be able to at least state a valid game plan in a general sense, and tell you what his intentions are for your on-site and off-site SEO needs. If he sounds like an idiot or is overly vague then you probably aren't dealing with a very talented individual. Then after he tells you what he wants to do, ask "why" and see if he can come up with a reasonable response.
