If you had to rate the following on how crucial it is to ranking, what percentage would you give each of the following?


On Site:
Content
Images
Outbound Links
Titles
Meta Description
Keyword in content
URL

Backlinks:
#of backlinks
quality of backlinks
diversity of backlinks
 
Advertise on BHW
on site maybe 10~20% as I ever saw a fully flash page ranking at no.1. Back link still carry high percentage on ranking a site. Not forgetting the part on social media too.
 
I wouldn't take these number too seriously, but I'd say this is probably how I prioritise things:

On Site:
Content - 50%
Images - 5%
Outbound Links - 5%
Titles - 15%
Meta Description - 5%
Keyword in content - 10%
URL - 10%


Backlinks:
#of backlinks - 20%
quality of backlinks - 55%
diversity of backlinks - 25%
 
On Site:
Content - 50%
Images - 0%
Outbound Links - 0%
Titles - 15%
Meta Description - 5%
Keyword in content - 20%
URL - 10%


Backlinks:
#of backlinks - 20%
quality of backlinks - 60%
diversity of backlinks - 20%

I've noticed a flash site rank no 1 but i'm guessing their backlink quality was better then their competition. One of the reasons I was wondering what people thought percentage wise the importance of it. I know social media is very important, what percentage would you say for social media, and do you think its importance is increasing or staying the same percentage wise?

Yes definitely, Id agree those are most important. So for you would that be %50 for quality of backlinks and %50 content and %0 everything else? :)

Link building velocity is hardly ever talked about on this forum yet it's one of the most effective ways of maintaining rankings.

Images do little, it's the url structure and alt tag from them that would provide benefit I would suspect. I don't agree that it's of 0% relevance, but I'd doubt it's as high as 10%.
