So many reasons dude. If it would be that easy to just blast some PBN, social and spam links and get a number one spot we all would be millionaires.

I am pretty sure, that your low competition is not a low competition whatsoever.
Also, don't expect 10 web 2.0s, 40 (I presume) cheap PBN posts and random GSA blast to rank even easy keywords just like that.
There is a dozen factors you might have screwed up before you even started.

How long has it been since you completed the above?
Your not ranking in the top 200?
You don't mention any social account set up or links from trusted sources - your site might currently lack trust - I'd look into that.
What quality were the PBN links?
These are the kind of questions you should probably answer and address to get to the bottom of what's going on.

Focus on good quality content that related to your niche,Too much duplicate content on a site can confuse search engines and make them give up on indexing your site. If multiple URLs on your site are returning the exact same content, then you have a duplicate content issue on your site.
