SEO questions, Anchor vs Links

Hello.

I have a weird question concerning SEO.

First we have to imagine that the words "cats" and "dogs" have the same amount of competition in SERPs.
If I have a page on cats (just cats), with good on-page SEO.
If I do massive backlinking, but with the anchor "dogs" (or other words concerning dogs, like dog food, dog house ...), will I rank better for "cats" or "dogs" ?
In other words, is the on-page SEO and keyword density more or less important than the anchor of your backlinks ?

onpage seo is very important but it is possible to rank for a term that is totally
unrelated to your site.

just google 'click here' and you see that adobe pops up. This is because most
websites link to them with that anchor text

On-page SEO is like the base of your building.
If you don't have a good base building upon it is possible but not as easy if you have a good base.
The links are your bricks....

In other words if you are ON-page optimized for KEYWORD X and it doesn't have alot of competition you may rank on the first page...
But if Keyword X is competative and you are ON-page optimized for it you will probably rank like Page 10 +... Thats where links come in!
You need the appropriate anchor text to rank for your keywords...
To be honest if you want to rank for Cats you should use anchor text along the lines of :
cat food
cats
cat
cat training
I think you get the point, you need to use connected keywords !

Agreed. ON page optimization is important but one can rank higher without it as well but it is more difficult.
