I want to improve my SERPs for the Netherlands (google.nl) and my ranking is #11 on the Netherlands version of Google. For Google.com, I'm ranked around 2-3.

What are some tips you guys have to increase my .nl rankings?

Get more local links ( e.g. Nederland citation sites, blog posts) and you should be fine.

Should I make a page specifically for Netherlands users and hire a translator to write it in their language? I'm interested in getting NL backlinks but not sure where to start with foreign sites.

Get links from the targeted language blogs it will increase the traffic to your site, it will automatically help you in better ranking strategy.You can also start work with social media's to increase the visitors to your site.And always use the relevant and fresh content in the site to reduce the bounce rate.

You build more backlink in .nl site and use your content unique and translate to that language and regulary do following things,
Publish Relevant Content
Update Your Content Regularly
Metadata(keyword metadata, title metadata, description metadata)
Have a link-worthy site.
