SEO on GEO-targeted websites

Lets say I'm building a website in russian language ("domain.ru") and i'm building web 2.0's in russian as well. Now if i blast the web 2.0's with english sites and blogs (.com) will that work in ranking my main .ru domain? or do I need to blast it only with .ru sites? I hope i'm being clear enough Thanks!

That being said, some geo tld's will help push similar geo tld's more than generic domains. But in general, links from the mainstream domain tld's are interchangeable, so it doesn't really matter. Authority and quality are infinitely more important.

The only other issue is the language of the referring content. Obviously,if your pages are in Russian, then it helps if the referring content is contextual and in the same language.
