SEO n00b question about web 2.0s and why they work

So its been a long time since I've done any real seo like 4 years or something. I have a question about web 2.0s. When I say web 2.0s I'm thinking of things like mywebsite.blogger.com or mywebsite.wordpress.com.

Why do these web 2.0s help websites rank? I know the obvious...more links = more juice. But I've always read google treats a new sub-domain as a new website completely separate from the root domain.

So mywebsite.wordpress.com would have zero juice to pass to mymoneywebsite.com? How do they help?

This is totally wrong. More quality Links = Better Rankings is preferably better.

Web 2.0 acts as the buffer sites. Direct linking to your moneysite in 2015 may cause manual penalties Google's eye. So you build the links to your web 2.0s and Link them to your money site. So the link juice will be passed safely through the buffer sites to your money site.

web 2.0 are like buffers.
they alone almost don't provide any value for your ranking.

You need to hit them up with T2 links to get some DA PA and pass the juice to your moneysite.
 
Yeah I did see people using them as buffers but I also saw people saying they ranked low competition keywords with just web 2.0s, so I'm assuming they were pumping gsa links to those web 2.0s

Not only the GSA links, you can even point PBN links to these Web 2.0 for more protection
 
Not only buffer factor are these web 2.0 sites handy for, actually.
 
Yes they indeed safeguard your money site.I just did a small test with T2 links,however i knew the outcome already before i started the test.

I hit my 12 years old domain with some links...not much, and i blasted the sht out of my WEB 2.0-s which had a link to other money site.
My old domain with no WEB 2.0 got a manual review and penalty the other site started to rank slowly.
 
Web2.0 these days are used as supporting links for tier 2 sites. They may look useless without any juice but if planned properly, they can be one among few ranking factors even today.

Its interesting that this still works. I thought google took measures against tiered link building but obviously not! :-)
