SEO - Linkbuilding threads / questions ?

I wanted to post a thread in SEO - Linkbuilding from a buyer perspective....basically outlining what my needs are, and expecting follow-ups from people interested in selling their stuff. But I hesitated after noticing each thread there seemed to have such a Powerful tone.

How / Where can we create such a thread outlining our specific needs ? For example, i've got several sites and need a package that could accompany all those sites together...plus their adult sites.

my point is, there should be a specific section for what i'm describing.

Describing our needs doesn't mean hiring a freelancer.
