I've done some research online, but so far no luck in finding the answer to the following question; Where do SEO hosting companies such as for example seowebhosting, seohosting, and seo-host get their respective pool of c-class IPs from? Do they rent or buy them? At what cost?

They rent em' from their upstreams. Usually it's like $0.1 per IP for them. If you need C-Class IPs, PM me I can provide you with them for cheap.
