I want start from the begin.that mean online seo,backlinks,backlinks.
Main target european country especially norwegia, swedia.the netherland,denmark and german .
Is about long term relation ship.My goal is 5000euro per month.

I have done SEO for such sites in past

Is your site smm panel or is it targeting main keywords?

Also, are you using a new domain or an expired domain?

In a short overview, things might change time to time and upon your current situation this is a generalized method which i am sharing below

First get some Foundation Links

Then get some Competitor links

Then start getting guest post, your website/ smm service review article

Get mention along with other industry leaders smm provider

Just iterate this again and again

Outline your sites structure first . Then develop your content strategy long before you start firing in backlinks. I noticed you wrote backlinks twice and they are only a small slice of the pie. Nail down your foundation and content , and with some patience you will find success.

Also the goal you have is great ! But results & profits take time. Don't get down on yourself or waste time chasing shiny objects and end up spinning your wheels. Stay focused on your future the the now. Blessings OP

I recommend doing some thorough keyword research beforehand, as you could tap into some looked over keywords for SMM panel services. A lot of the top panels have extreme amounts of backlinks, so if you specialised in a certain social media or service, that could be a good start. As you are targeting a lot of countries where English is not the main language, you could have a lot of luck with native language search terms for each country as these terms would be largely overlooked by bigger panels.
