SEO for Google Canada?

I am hoping someone can shed some light on this SEO issue I currently have. I have a company produced cookie cutter site (can't change title or META) that is based in the US but I would like to get ranked for a specific keyword in Google Canada. Does anyone know the proper way to go about that? I know you can host your site in the country that you are targeting but in this case I don't have any control over that.

i used to work as a seo in canadian agency.
so i know all the tricks )))
if you want you can hire me.

First of all try to get links from Canada niche websites and directories.(.ca has some pretty nice exclusive directories with high pr).
I have a website with .us ccTLD and I rank no.1 for a spanish word with 10 milions results.

Maybe this can help boost your serp in google.ca: Go to big G webmaster tools---site configuration---settings----change your geographic target to canada

Yeah I actually thought of that but I can't use Webmaster Tools on this site because it's a company replicated site that I basically have no control over (except for a bit of content).
