If I were to create an article website with a lot of updated links (like Google News articles aggregator, but in a different niche) and possibly some article content of my own (the articles would be picture, title, some text and a read more link to the other website), would it be possible to rank high on Google with SEO for this?

Do you want to create an aggregator(just like Google news, scraped content) or just a news source with unique content and outbound links ? In first scenario you'd be lucky to not get hit by Panda that hunts low quality content websites (even if you'd have some of unique content).
In second scenario (all unique news + outbound links for more news) - I don't see a reason why you shouldn't rank.

Then how is it possible for a site like popurls.com to rank and get traffic? Currently #21,000 overall websites on Alexa.
If it helps, my site is already unique enough that I think it would get quality backlinks (have already generated a few naturally, people seem reasonably enthused). It is a niche search engine, but looks a bit like Google's homepage. I'm thinking about changing it to look like Yahoo's homepage with more content immediately clickable using the sites I'm searching.

When posting news make it original and for those who know how to lay out news articles one can include some third party attribution clips as that is how the top news makers post new breaking news...
Good info here, I'm just concerned about the time needed to cover so MANY news articles (even though it's a niche). The nature of my site means I could write original articles but they would be commentary on the viewpoints of the many sites I aggregate. Do you have any personal experience doing this?

Quantity should not be the focus. Quality rules make unique commentary on a small number of breaking news that you can handle comfortably, but try to make at least one new post a day...
I build news sites to progress into GNews approved sites that takes time - but the upside is that they have a high value when selling on the site...
