My site has been hit by Penguin, I used to rank on the second page on Google for most of my keywords. All the keywords now rank on page 40+

Should I keep building links to it or It would be easier to start and rank a brand new website?

Your help is much appreciated.

Ive found it was easier to start again in my niche, however depending on the amount of links linking to your old domain and how important the domain is for your company it may be better to stick with the old one and just do some keyword diversification link building and add more content.

It really depends on the situation.

A position of 40+ isn't a hard recovery.

If they didn't kill the site completely de-indexing it, you just need to adjust your SEO methodology and work from where you are.

Don't throw away the work you've already invested...do the research and correct the issues.
 
starting over is not that difficult unless you are ranking for high competition keywords.

As the others have mentioned, it depends. But, keeping your current domain would probably be the best way to go in your case, considering you're only down to page 40. In addition to keyword diversification as already proposed, make sure you also have diversification in the types of backlinks you receive, most importantly (social media backlinks). Depending on your website, try to encourage users/visitors to take actions (write comments, share content, liking content, ect). Update your content
And consider having a mobile version of your sites. All of these new factors have become very important to Google, and thus, your ranking.
 
Is it page 40+ or position 40+ (4th page)? If you're still on the fourth page, I wouldn't start a new site. Keep adding different types of quality backlinks.

As your website is in under 500 results, you can recover. Just start linkbuilding for whole website with lots of keyword diversification rather than concentrating the home page. Once you proven your site has some authority, then you can target your main keyword.

If your niche is not that much competitive, just create a new website and rank it. But, keep one thing on mind, don't follow your past linkbuilding strategy.
 
just try to deversify with old aone and also build another new project on a small-scale too

I'm not an SEO expert, I just wanted to share ssedikit. Creating a new website does not warrant being on the first page of google, better refine existing websites, to improve the content and technical assistance such as bookmarking and multiply SEO backlinks.
 
If it is position 40 that is worth working with if you are talking about page 40 that might be different...
