SEO business directory site

Hi i currently have a business direcotry site for my country on top cities, have it running for a year and a half. I did some SEO for the main site, and 5 cities , same SEO i did for my other sites, high pr link building. The problem is that the directory does not rank for any keyword, the niche is not competitive the site has PR4 , and subdomains have PR4 also, have build many high backlinks, in fact the site never ranked before penguin and panda.

I think this bad ranking is about content, because the business listing have only name, telephone and email nothing else, so practically i have many subpages, 1000 per city , but every one of them with almost nothing of content.

The strange part is that all trafic i recieve is not from the mainn site, but from each business listing directly (which have no content), how can i rank main cities and site? is a content thing? adding 6 articles per city will fix this?

Ofcourse content is a thing. you have to understand that Google loves good quality contents.
So you have to add contents to the site.
But the best thing that you can do is to see the other sites / directories.
then start working for your own. :")

Unique description for the business you are listing is a good place to start with.

unique metas and some new texts should do the trick
