[SEO] Boost home page or landing pages?

I have a new project which consists of about 20 landing pages for 20 different keyword. I want to start my backlinking and I'm wondering whether I should buy some package for the home page to boost website authority first or directly buy packages for landing pages with their keywords?
P.S: I don't want home page to rank for anything, it simply lists all the innerpages and has about 300 words of content. Each landing page has over 3500 words of content,

First buy links to your homepage, Use brand generic anchors, after 1-2 months you can start building links to your inner pages.

If you don't want the home page to rank then why send links there? Apart from link juice filtering down to inner pages, so if you target those inner page keywords and not home page that might be one option.

As you've said you want LPs to rank, then target those direct.

The project has been online for 6 months, I waited till it got out of sandbox. You think I still need to link to homepage in this case?

I don't want to be hit with some kind of google penalty. I'm not sure if that could happen in case my main domain root has no backlinks at all.

Build manual diverse backlinks for your homepage and save the high power stuff for inner pages
