SEO before website

I'm really new to seo and have few stupid questions.

My website is under construction and im wondering if there something to do before the website is up?

I set up GMB, can i set up all social media before the website is out?

eg, registering to FB, Linkedin, Yelp, tumblr, pintrest ect
I can link the to the currently nonexistent domain, will this help my website later on or should i wait before the website is out?

Is there anything else that is important to do before the website is out and ready to rank?

YES, you can create those profiles and add the website link once it's finalized

There are no bad questions

You can start doing a little for sure, just don't go crazy and avoid spammy crap.

Are you using any SEO software? Ahrefs, SEMrush, etc. you can still run articles through any tools for SEO content checks, or if your pages are live, you can point them to the URL for review.

Summed up what I wanted to say

Yes, you can do little things like creating social media account and start some activities there. Rest wait for website to be up and then proceed for onsite and offsite respectively.

Its okay to start with some social media activity. Do not spam it though.
And to start with the SEO, I would suggest to wait until your website is UP!
