It seems like we keep going over this time and time again for some reason. I have posted a number of times in my Facebook group about all of these tools as well.
I own MANY copies of all of them, we have 64 MR machines as an example, that we still use BTW.

and a bunch of other shit thrown in there.
If SEOAP would build out the Enterprise system like MR, we'd own a whole lot more of those as well, and would probably drop MR all together TBH. The MR ENT system is the only thing that keeps us there, and we have figured out a pretty good way of getting results from it.
Honestly, we should spend some time and go back and look at RankerX. We kind of let that go about a year and a half ago. Links were not sticking, updated were slow and support was pretty much non-existent.
From a support standpoint, nobody even comes close to SEOAP, and that's just a fact. It's not even close. Those guys are SUPER active in their FB group, and even respond to question in my group, where all of these tools should be members of btw, if they are looking to sell more copies anyway.

GSA of probably next in support, then RankerX then MR. Nick at MR gives a lot of "fake" support. They give a TON of misinformation out over there. Fake updates (literally an update with no changes) on and on. IF and that's a BIG IF, they actually even wanted to get serious about SEO again, they could be a decent choice.
SEOAP DOES take a bit of work to set up "perfectly". You can get some decent mileage without putting the time in, but if you put the time in, and especially set your emails up right, and actually use decent content from tools like menterprise or SEO content machine, spinjutsu, etc, then there is nothing that can touch it IMO. Articles stay posted, links stay where they are, you don't have your tiers falling apart, etc.
People don't mention the tiers much, other than "let's build them". Building is great, but if they are breaking it makes no difference. We do a TON of work around tiers, about tracking, maintaining, keeping them alive etc. And none of these tools completes tiers and keeps them intact even close to the level of SEOAP.
So for my money, and looking specifically at keeping the full tier structure intact, it's a slamdunk for SEOAP.
And if you want to talk about a few dollars difference in cost; if your tiers are breaking, what's the point anyway? You are just throwing that money away.
