SEO and templates

Can you rank well in SEO using a template?

I know some things help like;
looking for a template which utilizes less number of graphic images,
choosing templates that use less Javascrip,
avoiding Flash templates,
choosing templates that use External CSS, and
choosing a templates that are simple with easy navigational features...

Also if so does anyone have any sites that are free they would recommend?

If your refering to Word Press templates then yes definately. Google is seriously in love with word press but just make sure your not getting some overkill template with too much messy code. Keep it simple and your good
