SEO and backlinking for a belgian website

I need some slow backlinks and no spam since it's for a real commercial site that's doing business for a few years already.

We just want to get higher in SERPS and drop adwords budget, outrank the competition more.

I'ts in the automotive business and i repeat that this has to be as discrete as possible since we dont want our business to take hits from this.
