Seo advice needed

Site is in page 1-2 for more keywords according to ahrefs but i put to serplab the most searched keywords.

All the keywords are good and the competition in kwfinder is for all from 14-19 score.All top 10 sites in this niche are low da/pa sites and one forum is ranked position 3-4

All i've made for this site as i said is spammed backlinks with gsa and nothing else.
I wanted to ask you guys for some suggestions how to get a better rank for these keywords.
I have two ideas in my mind.

First one is to make about 100 manually web2.0 sites ,100 bookmarking websites ,100 blog comments and around 30-40 social networkings and video sites.

Second idea is to buy some pbn backlinks in bhw marketplace but my budget is very low for the moment.

Keep adding fresh content to give some life to the site and rankings and follow step 1 and skip step 2 of pbn if you don;t have a good budget.

In your first idea try adding QandA sites where you can add links and try broken link building as well. Tell me if this helps specially QandA if you found interesting sites where you can add links to answers.

Thanks will try but there are no questions to answer about my niche in the big Q&A sites its ok if i create my own questions to the big q&a sites and answer myself with my website link ?

Edit: do q&a help in ranking as most of them are no follow?
