Near the end of the SeNuke project, one of the scheduled tasks is the indexer. What exactly does this do? Is this also known as "blasting" your links?

Are there other programs that do just this (indexing) ?

It's just an indexing tool similar to Linklicious or Lindexed but this one is free and limited to 50 links/day unless you purchase a monthly package to increase your limits. Or that's how it used to be at least.
