Sending SPAM

If I want to send people marketing emails and I don't have the database of private emails. Is there a way to hire a person that has the database of emails to send this email? Who can do this? How many emails can be sent? How much would this cost? Thanks.

These are very vague questions. How much will it cost depends on how many you buy to be sent out. How many can be sent is based on how the person sending has things setup. Use Google and you can find this. It's amazing how many people come here and ask a million what if questions when a simple Google search would have answered your 4 questions. You can find people with email databases that will send an email of your choice to however many people you choose.

Not saying that I recommend you take this route, because the open rate and conversion rate is absolutely terrible because the lists are out dated, but if that's the route you want to take, give it a shot. It's always best to create your own targeted mailing list in my opinion.

In the future, use Google or the search function here before starting a thread. Would have saved yourself the time typing this up.

I didn't even read where you posted this because you were asking questions, not telling what you needed. If this was a Freelance job, you should have said how many emails you were looking to be sent out, what niche, what rate sent per day and many other details. You were asking questions and vague ones at that and that's why I said to Google this and find a company who can "Spam" for you and find their rates.
