I'd use a wire honestly.

I'm confused...why not a SWIFT wire transfer? That is usually around $30-$50 + 1% of transfer amount. However, as per your comment "the credit card is covered"....is your issue that you are using credit to fund the transaction? I would never trust sending money via paypal to anywhere outside of the U.S. Paypal WILL hold the money for a minimum of 30-days and then require proof of goods or services before they release those funds. I have been through this many many times...it's not fun. Anything over $1k, find a better method if you want to be confident that your funds will make it to the recipient.
