Is it considered as spam if someone sends out a lot of emails to email list?

What if the email direct the traffic to a landing page in which there is a link to a money website or in which the landing page redirects to money website using cloacker?

Will be the website market as ''spam website'' along with the landing page?

Just to know, I am noob in Internet Marketing

Can be considered as such. However, there are ways on how you can avoid getting penalized or getting marked as otherwise. There are service providers that you can use to prevent getting labeled as a spammer and getting banned/blocked from sending more.
 
As per my experience, it won't count as a spam. If this was spam then no one would have sent a mail to anyone.

It won't count as Spam by the definition if the people you emailing has subscribed for it, But in the eyes of ESPs Yep it will probably get marked as spam soon, you must rotate links/content continuously if you intend to re-mail the same people again!
 
It depends on how you do it. There are many long tutorials here on BHW about how to properly do MLM.
