The list is whitehat and will be filled with 100 random email addresses (I own) so I can check all emails hit the inbox.
They are also there so you don't share the list (if the 100 random email addresses gets spam - we will know).

Double opt-in? Can spam compliant or not?

Asking for 100% inbox rate is ridiculous. I literally SIGNED my name to a piece of paper at my local butcher for his bi-weekly mailing list and even he can't hit my gmail inbox.

We can provide servers to send millions mails but not 100% inbox , i am not sure who can provide that.. service like mailchimp can do that i think

100% inbox if emails in the list are all live for 1000$
if you have fake emails or not real emails you never get 100% inbox after some of fail to delivery.
If you agree, my price is 1000$ delivery in few days
 
This is a year old thread, but regardless 100% guarantee is impossible. Some are going to bounce into the spam box.

There's plenty of ways to decrease the chance of being flagged spam though. Diving into the code / algorithms for spam filters provides a lot of insight; sending emails from white-listed bulk mailers (like ConstantContact) also helps extremely well.

Combined, you can get damn near 100% :p. Only ones going to spam box will be ones that are based on the particular receivers custom spam filters (based on their own spam/not-spam reports); or using some weirdly configured spam assassin.

The inbox rate will be judged based on 100 random addresses of my own I drop into the list.
