Am i allowed to offer my SEO tools for sale on this forum? I am no longer in the SEO game so they are of no use to me really.

I also have captchas for sale

You need to go through the process of becoming a Junior VIP and pay for BST then only you can sell.

I think you are allowed to sell your licenses without any charge. Seen it many times here.

Junior VIP/Donor status is needed for selling softwares that you're the developer/distributor, not if you just want to sell a license that you had bought earlier. Like people often sell of their ScrapeBox or BMD licenses here, that of course doesn't need any formalities. Correct me if I'm wrong.

Selling your licences is tolerated I think(if it's not a business...).
But selling/promoting your softwares are not allowed if you don't have a BST thread and Jr. VIP status.
