Selling eBook in CellPhone section

I have 4 questions:
1. Can I sell my eBook - "Get yourself an iPhone almost for free" in Cell Phone section
2. eBay doesnt allow to make my ad purple and with border?
3. Am I allowed to sell that ebook?
4. How to make it featured what I sell?

Your account will be suspended if you sell that in the cell phone section, I've tried. You can sell it in the how to guides section

It depends how many times you do it. They usually give you a warning 1st then a 3 day selling ban, then a 7 day selling ban, then 30 days.
