Try Fiverr or Wordpress or Clickfunnels or something. They will all allow digital products.

As suggested already, eBay wouldn't be the place where you got to provide those services. I would suggest starting on Fiverr or maybe even looking to sell on BHW.

I've noticed some sellers getting away with selling digital services on eBay, although many of them have non-US accounts. Search for things like "backlinks" or "web design" under Specialty Services and there are tons of results.
