Is this legal if the mailing list was double opt-in?
What is the going rate per subscriber for a semi-targeted list?

i think the rate counld not be high. the quality of selling/buying lists is not high. i used a software that is named email spider, from bulkemailtools company, the software can help to search for exact email addresses for my prospects accordingto my key words. And the email infor will be update times and times.

Why not just build a few websites in your niche, promote them and collect emails using giveaways, etc.? This is inexpensive and will give you a far more targeted list than purchasing will. Plus they'll all be opted-in! Easy.

yes is legal. My email was already sold hundred of times. I use unique address for each site and I can track easy which site sold me
