selling and buying links

Am pretty sure many of us sell and buy links and niche edits but I have kinda weird question. Over the past few months, I have had a lot of so-called SEO agencies and some individuals contact me about niche edits. Many of these people look legit and have websites selling their wares. My issue is many of them contact me and we even negotiate prices, then they disappear. Last month I even had three guys from the same agency contact me at once which would seem that they were in need or had clients in need but after we agreed on a price they said we will contact you after creating the articles. it's now been a month. Is this weird to anyone? Are most of these guys just window shopping or is something nefarious going on? hahaha (like is google actively trying to find unnatural links from my site by sending mystery shoppers? hahaha
 
To offfer you a perspective on why that might happen:

We contact a lot of site owners on the daily, even if we don't have the immediate need for a link on a site in the short-term. But having an "in" with the site owner helps a ton, as we can always quote previous mail correspondence and more importantly price quotations in case we ever want to proceed with a link on the site.

It also helps to seed out sites that are not interested in collaborations.

It's definitely not nefarious - more of an pro active approach to outreach and prospecting.
 
Most likely they find someone else. This also happened to me in the early stages that I wanted to do a job for someone as a freelancer and found about 15-20 orders a month, but only received 1 order per month. Now, of course, the situation is much better... It also still happens that I need to do some work (launch an ad) and I start receiving requests from hundreds of agencies, and then I choose one... Of course, they can also say, that I disappeared. This is how modern online business works
