Otherwise, just contact small accounts from your niche and offer a ridiculously low price for the first shoutout, as a matter of trust etc., and then you can raise prices. If you actually have ALL REAL followers, he'll be happy to receive 200-300 followers for $5-10.

i check all the sites that buy/sell shoutouts and all of them is inactive!!

Another method that I use is to scrape usernames from my niche and then send them an email.
You can scrape usernames with FollowLiker or look for it (if you don't manage ask here, it is something that we can do in 5 minutes).
Then you import the usernames in this tool: http://imristo.com/instagram-manager-scrape-users-data/ by @JustChillin

After scraped, save only usernames with emails. Export the emails to Mailchimp or whatever you want and send a simple email where you offer shoutouts.

Wait for answers, it works and it is 100% free.
