Why would you need to wait for 21 days? You don't sell a physical product, you don't ship anything, you sell a service. It's another question, that it's a grey area like most social media service.
One thing is sure: if you don't use PayPal, you'll leave the vast majority of possible earnings on the table.

start selling it today. Why you want to wait?
I thought if I make a new paypal, and recieve money, the money holds no matter what? EVen if its off ebay ,
SO the money goes straight ot the balance then?

Yea... lol I thought that was what everybody knew. If you sell on ebay , that is another can of worms. Generally, sending money straight into a paypal means that you have near "instant" access to that cash. For kids on instagram, they won't trust anything like payoneer, fiverr or any other non-household name, so it would be useless even trying to convince them. You will lose customers doing so, at most either do paypal or bitcoin. Don't take and/or accept anything else, because you will just be putting hurtles over getting paid.
THey need to send as friends and family right

The 21 day hold is only with items sold on ebay, if you are processing payments straight to your paypal account there is no 21 day hold.
but how hard is it to withdraw / send etc etc
Actually I know this isnt true, My account that has my bank acc attached is holding all payments that get sent to it, from money that comes outside ebay
