Hello there, I want to ask your opinion and tip about this:

I have two niches on development, but these two niches are almost the same -in example one being cell phones and the other android. These two are not my niches but an example-

For this I got three domains, one without content even nor anything, one domain with 7 urls indexed and 0.7 DR and one >9 DR with 0 pages indexed -expired domain almost clean (just one use before me)-

I was thinking of make the expired one (>9DR) MS holding the two niches as one, and the other domains for PBN or Tier Linking.

Should I let two of these domains compete as dfferent niches? or should I join the two as one and use the otre two for link building?

Only domain with DR 9 is useful.

Others are not useful even for PBN. They do not have any juice.

I would keep them separate for now and focus on the one that ends up ranking better, you never know if google will favor one over the other.
