Seeking a really good programmer

I am looking for a developer who can do the following:
For all incoming traffic to the domain do an IP check and if they are coming from a city on our restricted list then the page should not resolve. If they are not on the restricted city list, the domain should forward to our target site with a spoofed referral domain.

This might help you, I'm not sure if they support city level blocks though! But you should be able to gather all ASN in the cities and block those.
