Seeing many gaming channels without any commentary monetized

I don't get it. Everybody say that youtube won't turn on monetization to you channel if your gameplay videos not showing your face or without any commentary, but there are many channels that are monetized. For example this video:

nine times out of ten they purchase a already monetized channel

Looks like its purchased account, or monetized before the monetization rule

Not necessarily, its highly possible they will but its not 100%

monetized with other videos or before update. you will never get accepted with this now.

Youtube wont accept these kind of channels now in the partenership pretty sure they got it accepted before the nuisance.
