As you can see the traffic is low approx 30 -40 avg users/ day. Content is not of the best quality but it worked. The average WC of my page is approx 1500 words. It contains some content and coupons. My target keywords were "product + coupon". I think the website has approx 20 pages in 2020. I have added several new pages in 2021 and trying to index them.

Heres the thing.Yes, I had some traffic on my website but I think Rakuten advertisers does not have the very strict condition for approval. In many cases, they approve instantly and If you are from a first-world country, your chances for approvals are better. Some Rakuten advertisers do not allow publishers from third world countries. But there are plenty of offers and advertisers in several niches and sub-niches that will allow you into their program easily. Some of them even allow direct linking to their websites

You telling that you are "but I am a good developer" sounds like a ground work to sell web development service later.
We got a guy here who spend 2 years posting about upwork growth and successes with 0 proof and now he is trying to sell an upwork ebook.
I hate to tell you this but unless a mod verifies your stats its not believable to me.
