I'm using LiteSpeed Cache Image Optimisation, you used to have to do them manually, 200 images at a time but it now seems to do it automatically.
I did try another service that gave you so many images free, then you had to pay (cannot remember the name) but when I disabled the plugin, it corrupted all the files it had changed to webp.

The AnyWebp should be the online tool that helps you convert jpg or png into WebP automatically. More importantly, you do not need to upload images to their servers. You can use it without a network connection.
