You can do French directories, French social b., French guest posting. First two can be found on internet if you search and do it yourself. The others, you will have to ask other OPs. I know there are many who offer.

I already do this but i want to know if, people who offering backlinks, it is a negative SEO for french website to be on english or other website cause of backlinks ?
