I had this idea. I would go on Google and I search for companies and I would offer them to improve their SEO trought e.mail. Is this considered as spam (send email asking if they need SEO services) ?
 
Cold email outreach is incredibly hard. You'd be better off trying to network and getting your foot in the door that way.

Another thing you can try is working with local design companies. Say a web designer is designing a website for a lawyer but it needs SEO the designer could refer the work to you or you white label it. Give the designer a % commission for the referral. Everyone's a winner.
 
What's most powerful in order to get the client is recording a video of yourself going through their website and talking about improvements you could do. If you have SEMrush or something similar, you can audit their website and tell them where they could improve. 9/10 will appreciate your suggestions since you're not sending bulk emails, but you're personalizing your proposal.
 
Better you can do E-Mail marketing

Talking Spam, It all depends on what content you send the customer via E-Mail. If Completely promotional then your mail send to the Spam box of the customer.

Talking to Email Spam, there are so many e-mail marketing soft. available, you have to research, other wise take experts helps who regularly do the e-mail marketing. If done in improper manner then your mail count as Spam using some E-mail marketing soft.

If you wish to forward the mail via G-mail, how much? Your account might get restricted from the Big G!
 
Also, yes - it's considered Spam and you can get sued. Don't do that.
The success rate is also incredibly low.

I believe its OK if you are emailing generic addresses such as info@ or admin@ but if you are emailing personal addresses ([email protected]) then it is spam. However, as mentioned by others, its hard to get clients this way because people generally perceive these types of emails as spam and delete them without reading. If you want to get past that first hurdle you need something really catchy in the subject and the first line of the email.

This seems like a very good idea to me and I think it will make you stand out IF you can get them as far as opening the email and clicking on the video link.

Another good idea, if you have some funds for advertising, would be a competition - do a competition to win a free 1/3/6/12 month SEO campaign - whatever you can afford to give away - and then offer runners up prizes of 50%/30%/20% off of the same SEO package and then promote that via social media / local advertising or whatever. You should find that the runners up prizes convert fairly easily and will pay for the other expenses and then you also end up with a list of partially qualified leads to re-market your services to.
 
A word of advice is to find a niche. Don't do everything Digital Marketing. Focus on a niche. Say dentist. Become an authority figure for Dentist Digital Marketing.

Hosts some free talks about basic digital marketing for dentist (as an example if that is the niche you choose). You can show your authority and get clients that way or possibly referrells. Another idea is to go to meetups and talks etc. around your niche. So if there is a London dentist meetup (as an example) then go to it and network around. I highly doubt any marketers will be there so it will just be you as this authority figure in Dentist Digital Marketing. Hand out some business cards and free consultations etc.
 
outbound works if your leads are highly targeted
 
I've written this a few times here, offering your local business 1 hour of free coaching or Q & A lesson via skype or in your/their office.
This is a big advantage for you compared to your local competition and the potential customer can see your skills for free.
