You want to scrape a list of followers from a profile
Then you want to upload it and manually follow them? If you want to do it manually when do you need to even scrape it? Just go to the webpage, view followers then click to follow.
Unless you didn't mean "manually" follow. In which case, what you are describing is absolutely the most basic feature of all bots. All bots will scrape followers of an account and follow them.
As to which bot is best for you:

I think that you can accomplish that using jarvee as another user suggested. They are also probanly offering a 5-day trial to test the bot in which you can see if you can do whatever you need and then buy it.

Shameless plug, but shout out to @rootjazz bot. His bot would probably one of the cheapest and good enough solution to do what you are describing. He literally has that feature right on his sales thread, plus his bot is 1 time payment and you know he will keep updating his bots for years to come.
I'm just sad to see his tumblr base dying due to most of his clients being avid porn spreaders on tumblr, and now that tumblr will eradicate all porn from their site, @rootjazz probably started moving to greener pastures.
