Is there such a plugin already? Rather you can get a snippet coded, if the download is only in few pages. if its a download site, then you will need a plugin for sure. Let me know.

Or a plugin that will require them to register through Google plus, add you in circle and then get access.
I have seen that now a days google plus user registration API is getting attention

Wordpress based solution will be excellent but other solutions are fine too . I can hire a wordpress developer to convert for wordpress.
