Searching for a good Vps Host

Hi.
Sorry if i placed my thread in a wrong section.
I am searching for a DMCA ignores VPS Host, that also support sending mails (my early host scopehost did not support that)
Can anyone tell me a good VPS Host?
Also if anyone will setup my host with Apache, Mariadb, Latest PHP, and sending mail software
i will gladly pay you for your help.

It is mostly activation mails and system mails.
Me and a partner is openening a Bittorrent site.

If isn't spam I think most of them allow it, those hostings allow that

every hosting provider will allow you to send emails related to your forum, but spamming can create issues.
