Hello, I'm searching facebook business manager, allowing me to create Ad accounts and FB user accounts
I contacted a bunch of resellers on telegram and skype but they not replying ^^
any reliable / trusty sellers to recommend ?

The BMs often die for no reason. Dealers will limit the sale of BMs at the moment. because warranty BM if they die will probably make them unprofitable. I recommend using personal accounts with spending history. These will be healthier. better yet, you build your own accounts
