Is it possible to submit only to certain page rank domains? Where do I set this?

Yes, GSA has the option to set it.

Goto: Right click on the campaign > modify > edit > select options tab > scroll down until you see [-] Filter URLs > there you can set it.
 
Yes - my advice is also to set an upper limit to 8 as well.
If not then it posts on some places who you might not want to advertise your self promotion activities to - like "Blogger" pages if you choose that footprint. Which while good - do directly alert Google that you are link building.
Left unchecked GSA will spam your link to hundreds of Blogger pages - and IMO, if long term SERPS gains are an objective? That's just shitting where you eat.

Also Wordpress.com and other hi PR site report straight to some anti spam blacklists and your site could be on these blacklists within hours. Being on anti spam blacklists is an issue later on if you want to use a Cpanel email address (it will be blocked on some good sites) joining Moz (spit spit) and other stuff.

PR9 links sound great - but in many cases you are flagging yourself as a spammer to people who will take action - and have some clout - including Google directly. Use most PR8/9 links with care.

Course if you are doing crash and burn sites - then go ahead - but just in case you weren't....
